Deconstruct Transmutation (Inflict)(Rust)	Target: Construct Greatly damages an enemy construct, dealing 10 damage per caster level (max 150), slows their move and attack speed, reduces fortification by 25%, and inflicts a 25% penalty to Repair effects.
