Overview
This crafting method allows you to upgrade specific legendary items (created using the Altar of Legendary Rituals) to a perfected version, making them into Minor Artifacts.
Information

This crafting method starts by you getting a Nebula Fragment as a drop from the legendary versions of the quests in Saltmarsh. When you have one of them, you can talk to Lahar in The Twelve and he will give you a Star Fragments: Frame that you can fill with Shards of Power found all over quests in Eberron.

Once you have filled this frame, you can again talk to Lahar, and unlock the ability to trade in specific Legendary items for the Perfected version.

Steps
Below are the steps necessary to craft:
  1. Find the Fragment.
  2. Talk to Lahar to receive Star Fragments: Frame.
  3. Find 8 Star Shrines. Click them to receive shards of power.
    1. Pink Shard of Power - Sands of Menechtarun wilderness (SW from Chains of Flame entrance)
    2. Green Shard of Power - Storm the Beaches (On the warship)
    3. Teal Shard of Power - Into the Deep (Bottom right corner)
    4. Orange Shard of Power - The Chronoscope (Rusty Nail inn, behind the bar)
    5. Blue Shard of Power - VoN 6 (On the island below)
    6. Yellow Shard of Power - Partycrashers (In the front lobby)
    7. Purple Shard of Power - Spinner of Shadows (In the lava)
    8. Red Shard of Power - Saltmarsh wilderness (South of Final Enemy entrance)
  4. Show the complete frame to Lahar to open an interface that allows you to upgrade legendary items to the "perfected" minor artifacts. This consumes:
    1. Legendary base item
    2. Nebula Fragment
    3. 500 Threads of Fate
    4. 250 pack-specific components
