The Hall of Heroes in Eberron can be entered from four locations:

The Marketplace - Portal is on a piller in the west side of the city, near Dirty Laundry
Guild Airships - Talk to the captain
Stormreach Teleporter
From the character selection screen, if you have the Hall of Heroes Passport
