Overview When the Wheloon prison was created, there were innocent people trapped within the prison. These people have moved into the underground system of culverts and have created camps. Word has come back to the authorities outside the prison that these camps have been under attack lately by the convicts in the prison. They have asked you to stop these attacks, and tell their leader that there is work underway to get them freed.
